I found this http://www.addme.com/submission.htm for adding your site to 14 seach engine, I personally have never added one of my sites, they just get found, generally in a few weeks. The best way to get on a search engine (and at a high spot) is through optimisation of your page. This is done mostly through meta tags.

when sending your site to google make sure that you have submitted it in the correct cateogory, also make sure that the name of your site is not already listed on there by someone else, even if it is a different site with the same name, they won't accept it.
